Fill a large pot with water and bring it to a boil. Add sugar, bay leaf, red pepper flakes, and an orange peel to the boiling water.

After brining, remove the chicken and prepare a batter with flour, cornmeal, crushed potato chips, garlic powder, cayenne, baking powder, black pepper, and salt.Coat the chicken in the batter and fry it until it turns golden brown.
